It is with deep sorrow that we announce the passing of Rafael Garcia Jr., beloved husband, father, grandfather, brother, uncle, and friend, who departed this life on February 11, 2026, in Laredo, Texas, surrounded by his loving family by his side. He was born on December 17, 1945, in Laredo, TX.
Rafael distinguished himself as a dedicated public servant, holding the position of Assistant City Manager for the City of Laredo. His commitment to improving the lives of his fellow citizens was evident in all his endeavors. Beyond his career in public service, he was a talented bridge director and a lifelong rancher, embracing the beauty of the outdoors throughout his life.
A proud alumnus of St. Joseph Academy, where he graduated in 1964, Rafael furthered his education at Texas A&M College Station, earning his Bachelor’s Degree in 1968. His thirst for knowledge and his unwavering dedication to his community were hallmarks of his character.
Rafael's greatest joy was his family, particularly his role as a grandfather, an accomplishment he cherished deeply. He was a steadfast source of love and support to his wife, Olga Garcia, and a guiding presence to all who had the privilege of knowing him.
He will be remembered not only for his professional achievements but also for the love and warmth he brought into the lives of his loved ones. His memory will live on in the hearts of all who had the fortune to know him. May he rest in peace.
He was preceded in death by his parents, Rafael B. Garcia and Amalia Guevara; and his parent-in-laws, Raul and Olga Guerra.
Left to cherish his memory are his wife of 57 years of marriage, Olga A. Garcia; his children, Rafael Raul (Lucy) Garcia and Roberto Luis (Marlynn) Garcia; his grandchildren, Adan Joaquin Garcia, Diego Nicolas Garcia, Dante Aaron Garcia, and Larissa Lizette Garcia; his sister, Amalia (Angelo) Ferrazzano, as well as numerous nieces, nephews, other relatives, and many friends.
A Memorial Mass will be celebrated Thursday morning, February 19, 2026 at 10 a.m. at St. Patrick Catholic Church. Everyone is encouraged to meet at the church.
Pallbearers will be: Diego Nicolas Garcia, Dante Aaron Garcia, Matthew Ferrazzano, Gino Ferrazzano, Marc Caress, and Fausto Dovalina Jr.
Honorary Pallbearer will be: Adan Joaquin Garcia.
